He hailed the measure as an important milestone in reforms to health insurance and higher education. The law includes a series of corrections to the sweeping health-care reform that Mr. Obama signed into law last week. Some Democrats in the House of Representatives had demanded the changes in exchange for supporting the health care overhaul. Opposition Republicans are solidly against the health care law, saying it will lead to higher taxes and government intervention in people's health care. They also say the student loan reform is an unnecessary takeover of the student loan industry by an inefficient government bureaucracy. The student loan law makes the federal government a direct lender to students seeking money for higher education. Starting in 2014, the law caps annual repayments at 10 percent of a student's income. Tuesday's signing completes the long process of the president's effort to reform health care.  Mr. Obama says reform of the federal student loan programs will save taxpayers $68 billion over the next decade by ending the subsidies given to banks and others who handle student loans. He says the money saved will be invested in community colleges, historically black or minority-serving colleges or universities, and will be used to expand and strengthen a federal grant program for students, known as Pell Grants. Mr. Obama says the average student finishes college with more than $23,000 worth of debt. The health care reform law is expected to extend health insurance coverage to more than 30 million uninsured Americans, while insurance companies are banned from denying coverage to people with pre-existing health conditions or dropping people after they get sick. .
