Clinton met with French President Nicolas Sarkozy before delivering her speech at France's military academy. Clinton told reporters her speech will address the ever-expanding definition of "European security," as NATO reviews its goals and strategies. She said the traditional definition of security as deterrence is obsolete and is broadening to include threats from terrorism, cyber-security and disaster mitigation and response.
