The House of Representatives has already approved the measure, but the Senate has yet to take action. Biden filled in for President Barack Obama on Saturday's weekly address while the president returns from Afghanistan. The vice president also said in the address Congress needs to approve an extension of unemployment benefits to millions of American before the legislators leave for the upcoming holiday break. In the Republican address, Senator Mark Kirk of Illinois called for bipartisan solutions to cut federal spending. Senator Kirk also said Congress should reject the tax increases that go into effect January 1, saying the American people want Washington to tax, spend and borrow less. .
