The bomb exploded at a checkpoint leading to a provincial council building in the city of Ramadi, 100 kilometers west of the capital, Baghdad. More than 20 other people were wounded in Sunday's attack. A top Anbar province official says the bomber seemed to be targeting the government complex, but blew himself up early when he was not able to reach the area. Iraqi media say police prevented a second bombing in a nearby parking lot by discovering and disarming an explosive device rigged to a vehicle. Elsewhere, in the Diyala province city of Baquba, Iraqi officials say a suicide bomber killed two people heading to a Shi'ite religious procession.
