The Herald newspaper Saturday quotes Mugabe spokesman George Charamba as saying the president has started preparing an administration. According to the report, Mr. Mugabe fired 12 ministers and deputy ministers last week who had lost their seats in parliamentary elections last March. Mr. Mugabe finished second in the presidential vote but won the June runoff after opposition leader Morgan Tsvangirai pulled out, saying scores of his supporters had been killed. The president and Mr. Tsvangirai signed an agreement in September to form a unity government. However, the deal has stalled over disagreements about how to fill key Cabinet posts.
