Mr. Obama said he hopes to build a foundation for longlasting prosperity and that fiscal discipline will be a key pillar in that foundation. He called on Congress to enact so-called PAYGO legislation, which requires new tax or entitlement policies be enacted only after identifying how to pay for it. He also described incentives for government agencies to reduce spending. Agencies will get to keep a portion of savings they identify, to reinvest in their own programs. And he announced a forum for later this year to bring together the government and private business in the hopes of gleaning innovative ways to work more efficiently. .
