Secretary-General Kofi Annan was due in Nairobi to mediate a deadly dispute over the president's re-election. Riot police scattered nearly 100 pro-government protesters in the capital ahead of Mr. Annan's visit. The former U.N. chief is a Nobel Peace Prize Laureate who has helped negotiations in several countries, including Israel and Sudan. Kenya has been in chaos since Mr. Kibaki was re-elected on December 27.  His opponent, Raila Odinga, says Mr. Kibaki stole the election.  More than 650 people have died in clashes since the election.  Despite a ban on street protests, Odinga's supporters are planning to hold a gathering Thursday, giving them international attention during Mr. Annan's visit.
