But the opposition National Democratic Congress says its leader, John Atta Mills, won the election, and alleges there was rigging. The ruling New Patriotic Party denies this, and says the vote is too early to call. Akufo-Addo and Mills are competing to replace President John Kufuor, who is stepping down after serving the maximum two four-year terms. Turnout was high Sunday as Ghanaians also voted for a new parliament. Election observers reported only isolated irregularities on voting day, and said they hope the final results, expected this week, will be accepted by all. If neither candidate wins more than 50 percent, a run-off will be needed.
