The Foreign Ministry goes to Socialist Bernard Kouchner, who has held ministerial positions in previous Socialist administrations and was the founder of the humanitarian group, Doctors Without Borders. Seven women are among the Cabinet members, including France's first-ever minister of North African origin, Justice Minister Rachida Dati. Mr. Sarkozy appointed a friend, Brice Hortefeux, to head a controversial new ministry of immigration and national identity devoted to controlling immigration and instilling new arrivals with French values.
