The 12-story building in the Mediterranean port city of Alexandria crumbled on Monday. Rescue workers have pulled three survivors from the rubble. The building collapsed as construction workers carried out repairs on the first floor. Prosecutors have issued arrest warrants for the building's owner and a contractor responsible for repair work. Buildings frequently collapse in Egypt because of poor maintenance and inferior construction in violation of regulations. Egyptian authorities say the building was erected 25 years ago without a permit. It was originally seven stories, but five more were added later.
