Russia's foreign ministry said Monday that the fuel will be under the control and guarantees of the International Atomic Energy Agency for the whole time it is in Iranian territory. Tehran argues that nuclear work at Bushehr and elsewhere is strictly for civilian purposes. But the United States and its Western allies have accused Iran of using the programs as a cover to develop nuclear weapons. An Israeli delegation is in the United States in an effort to convince U.S. officials that Iran is still developing nuclear weapons -- despite a recent U.S. intelligence report that said Tehran stopped its nuclear weapons program in 2003. The report also said Iran continues to enrich uranium and would have enough for a nuclear weapon sometime between 2010 and 2015.
