Iraqi National Security Advisor Mouwafak al-Rubaie made the comment at a news conference Sunday while showing a captured video of the militant. The video shows Masri instructing insurgents how to make a car bomb.  Rubaie said Masri's days are numbered, and that he will either be killed or brought to justice. Meanwhile, Baghdad returned to normal early Sunday following a curfew that shut the Iraqi capital down for more than a day. Witnesses say traffic resumed on Baghdad's busy streets as shops and businesses re-opened for the start of the work week. There was no official explanation for the curfew, which was quickly put in place late Friday, and kept the streets empty Saturday.  The Iraqi government action coincided with Friday's capture of a suspected al-Qaida terrorist believed to be planning attacks in the capital. The suspect was captured during a raid on the home of an Iraqi senior politician.  U.S. officials say they believe the man was involved in planning car bomb attacks on Baghdad's Green Zone, which houses government, diplomatic and military offices. U.S officials and Sunni leaders say Sunni Arab politician Adnan al-Dulaymi has not been implicated in the arrest of his bodyguard.
