Iran requested the Brussels meeting with envoys from Britain, Germany and France in hopes of finding a way to avoid being referred to the U.N. Security Council for possible sanctions. In another meeting Monday in London, foreign ministers from the five permanent members of the Security Council and Germany will discuss the issue. The meetings come ahead of an emergency session of the International Atomic Energy Agency in Vienna Thursday, when the IAEA could refer Iran to the Security Council for possible sanctions. Russia and China are calling for a diplomatic solution to the standoff. The West accuses Tehran of secretly trying to build an atomic bomb - a charge Iran denies. .
