Mr. Bush gave Bolton a temporary appointement last year after members of Congress blocked his confirmation to the post. The controversial diplomat has not gained any support since then to suggest he could win confirmation now. Congressional opponents have argued that, in the past, Bolton tried to shape intelligence reports for political purposes. Others who worked with him during his time at the State Department called his management style abrasive and that he mistreated subordinates. Bolton has been an outspoken critic of what he considers the bloated bureaucracy of the United Nations and has been a champion of reforming the world body.
