Bush President Bush has called on the Senate to confirm by the end of November his second Supreme Court nominee, who is the current White House legal counsel. Mr. Bush told a White House news conference Tuesday that Harriet Miers, whom he nominated a day earlier, is the best choice for the court. Mr. Bush declined to say whether he had ever discussed with Ms. Miers the topic of abortion, crucial to women's groups and to many of his own conservative allies. He said Congress has other matters to deal with, among them reconstruction aid for U.S. regions devastated by Hurricanes Katrina and Rita.  The president urged Congress to make what he called "real cuts" in non-security spending to help balance reconstruction costs. Mr. Bush also reaffirmed that the United States and its allies will defeat insurgents in Iraq. .
