Spanish Prime Minister Jose Luis Rodriguez Zapatero condemned the bombing, saying the only fate for the terrorist group is for it to lay down its weapons and dissolve. The bombing comes one week after Spain's parliament approved a plan by Mr. Zapatero to open peace talks with ETA, provided it renounces its decades-old campaign of violence.
