Charles Rangel, Who Led Congressional Black Caucus, Dies at 94 ----------------------------------------------------------------------------------- Former New York Democratic Congressmember Charles Rangel died on Monday. He was 94 years old. Rangel was a founding member of the Congressional Black Caucus, known as the "Lion of Lenox Avenue" by his Harlem district constituents. He served in the House for over four decades. Rangel became the first Black chair of the Ways and Means Committee in 2017, before stepping down from the position amid an ethics scandal for violating House rules. Rangel was born in Harlem in 1930. .
