The controversial provision has been used by federal agencies to conduct warrantless surveillance on U.S. citizens. One of the measure's critics in Congress, Ron Wyden, said, "This issue demands a debate about meaningful reforms, not a rushed vote to rubber-stamp more warrantless government surveillance powers." .
