Video shows Daniel Penny held Neely in a chokehold for 15 minutes on a New York City subway train on May 1, leading to Neely's death. Penny was questioned by police shortly after the killing but was initially released without charge. Meanwhile, protests continue in New York demanding justice for Jordan Neely.
