Manhattan U.S. Attorney Says Federal Government Should Take Over NYC's Troubled Rikers Jail

Here in New York, pressure is mounting for the federal government to
take over the troubled Rikers Island jail complex. Manhattan U.S.
Attorney Damian Williams on Monday said the crisis at Rikers is "a
collective failure with deep roots, spanning multiple mayoral
administrations." Eight years ago, New York City agreed to a
multimillion-dollar effort to reform Rikers, but conditions have only
worsened, leading to the deaths of several prisoners and growing reports
of brutal violence and inhumane treatment.
