Russian Parliamentary Election Hands Victory to Putin as Critics Allege Voting Fraud

In Russia, preliminary results show President Vladimir Putin's ruling
party on track to retain its majority in the lower house of parliament,
after an election that saw near record-low turnout of just 45%.
Opposition groups blasted the results, alleging large-scale vote
rigging. Ahead of the election, police arrested thousands of activists,
including supporters of jailed opposition leader Alexei Navalny.
