Texas High Court Bars Harris County from Sending Mail-in Ballot Applications to Voters

Texas's Supreme Court has ruled that officials in Harris County may not
send mail-in ballot applications to all 2.4 million registered voters.
Harris County is home to Houston and is Texas's most populous region,
with a far greater proportion of Democratic voters than other parts of
Texas.
