NYC Mayor de Blasio Proposes Tax on Rich to Pay for Subway Upgrades

New York City Mayor Bill de Blasio says he will push for a tax on
wealthy New Yorkers in order to pay for essential upgrades to New York
City's overstretched and ailing subway system, which has been engulfed
in crisis this summer. The so-called millionaire's tax, which de Blasio
is announcing today, will require approval from state lawmakers.
