February 18, 2016 Report: NYPD Officers Not Complying with New Stop & Frisk Rules --------------------------------------------------------------- In New York City, a new report filed by a federal monitor appointed to oversee reforms to the New York City Police Department has found many officers have failed to comply with rules for stopping and questioning people on the street. In more than a quarter of cases, police failed to document their initial reason for stopping someone. Officers rarely documented stops that led to arrests. The monitor found, "Many appear not to understand what is expected of them." A landmark 2013 ruling found the New York City Police Department's stop-and-frisk policy unconstitutional.
