Texas Gov. Declares State of Emergency Amid Unprecedented Flooding

Texas Governor Greg Abbott has declared a state of emergency in nine
counties after unprecedented flooding killed five people and inundated
thousands of homes in the Houston area. More than 20 inches of rainfall
were recorded in some areas.
