Kentucky Overhauls Approach to Heroin Addiction

Kentucky will also let local health authorities set up needle exchanges
as part of a major new approach to handling heroin and painkiller
addiction. Under a new law, the state will also allow more people to
carry naloxone, the antidote which prevents overdose deaths, and will
stop criminally charging addicts who survive overdoses.
