Colombia Legalizes Medical Marijuana

In Colombia, President Juan Manuel Santos has signed a measure
legalizing and regulating medical marijuana in the latest move by a
Latin American country to reverse course on the U.S.-backed war on
drugs. Uruguay legalized marijuana in 2013, and medical marijuana
legalization bills are being considered in Brazil, Chile, Costa Rica and
Mexico.
