September 30, 2014 California Enacts Landmark Law to Address College Sexual Assault ----------------------------------------------------------------- California has passed a landmark bill to address sexual assault on college campuses. The so-called "yes means yes" law is the first in the country to require schools to adopt a standard of "affirmative consent" when adjudicating sexual assault cases. It defines consent as "affirmative, conscious and voluntary agreement to engage in sexual activity." It specifies that "lack of protest or resistance does not mean consent, nor does silence mean consent." .
