January 3, 2014 South Sudan Peace Talks Begin; Rebels Forcibly Recruit Civilians ----------------------------------------------------------------- The military in South Sudan says rebels are forcibly recruiting civilians in a bid to seize the capital of Juba even as peace talks opened in Ethiopia. The rebels already control the strategic city of Bor, the capital of the oil-producing Jonglei state. The United States has been evacuating staff from the embassy in Juba amid continuing fears of a full-blown civil war. .
