Haitian Court: Duvalier Can Be Charged With Crimes Against Humanity

A Haitian appellate court has ruled that former U.S.-backed dictator
Jean-Claude "Baby Doc" Duvalier could be charged with crimes against
humanity under international law. The suit was filed by victims of
forced disappearances and torture during his 15-year-rule. The court
reverses an earlier ruling.
