September 19, 2013 Oxfam: Richest Nations Giving Less Than Half Their "Fair Share" for Syria Aid ------------------------------------------------------------------------------ New figures show appeals for humanitarian aid in Syria are $2.7 billion short of their goal. A report by the international agency Oxfam singles out Qatar, Russia, the United Arab Emirates and France for failing to provide their "fair share" of funding for humanitarian aid. Oxfam says Qatar and Russia have committed just 3 percent of what they should be providing based on the size of their economies. The U.S. pledge rate is at 63 percent. Overall, the world's richest countries have given less than half of what would be expected, Oxfam says. .
