The plan approved early on Saturday is the first budget to pass the Senate in four years. All Republicans and four Democrats voted against it. Last week, the Senate rejected a budget authored by Rep. Paul Ryan of Wisconsin that would have slashed programs such as Medicaid and food stamps. .
