Patrick Kennedy, under secretary of state for management, claimed Manning's leak of diplomatic cables to Wiki Leaks has had a "chilling effect" on U.S. diplomacy by making foreign officials less forthcoming in private talks. He said, "It's impossible to know what someone is not sharing with you — and this is, in itself, I believe, a risk to the national security."
