The North Dakota State House voted Friday to outlaw abortions after 20 weeks of pregnancy, which anti-choice activists believe marks the point at which a fetus can feel pain. The vote comes weeks after North Dakota Governor Jack Dalrymple signed a measure banning abortion once an embryonic heartbeat is detectable, which can happen at six weeks of pregnancy, or even earlier. .
