Philippines, Rebels Sign Preliminary Accord for Peace Talks

The Philippine government has signed a preliminary peace deal with the
country's largest Muslim rebel group, the Moro Islamic Liberation Front.
The pact lays the groundwork for negotiations to resolve the conflict by
2016. Steps would include the establishment of an autonomous Muslim
region in the southern area of the island of Mindanao.
