Patrick Refuses to Participate in Controversial Immigrant Monitoring Program ------------------------------------------------------------------------------------------------ Massachusetts Gov. Deval Patrick has announced he will refuse to sign the state up for a controversial federal program that requires local police to forward fingerprints of every person they arrest to the U.S. Department of Homeland Security.
