This obviously will require you to have a Wi-Fi internet connection, preferably broadband, just to get to the eShop. You will also need an SD card in the 3DS to be able to download and store the application. Regarding file size, the application itself will take up about 39 blocks on your SD card, with the remainder varying depending on the various videos, but 2,500 blocks is a general high amount to keep open. To give Nintendo Video functionality, you still need access to the internet - not necessarily via that same connection - for SpotPass. That's how you get the videos. SpotPass is activated when your 3DS is turned on, and can be going on when the system is open or closed. (Usually closed.) Note that, to enable SpotPass, you must go to the System Settings and configure the internet options to agree with the Nintendo 3DS Service User Agreement. You also cannot download videos if the Parental Controls have been restricted - can be Online Interaction and Viewing Distributed Videos being restricted, in addition to the possibility of 3D being restricted. (User Agreement : System Settings -> Internet Settings - Other Information) (Parental Controls: System Settings -> Parental Controls) It may be some time until you get a video, often depending on when they're distributed and general time - if you're viewing this several years from the time of writing (2013), the servers may have closed down or something. At this time, it may be a week or two to get new videos, assuming good internet connections. Once you download the videos, you'll be notified on the Home Menu with a blue dot next to the Nintendo Video application, and possibly a SpotPass Notification. At this point, you don't need the internet connection to watch the videos, as they're stored on the SD card. When you first start the application, you'll end up creating some extra data on the SD card for the application while you read basic information and configure SpotPass. Beyond that point, for the second activation and onward, you simply arrive at the video menu. From there, you can tap the video thumbnail on the Touch Screen to start the video. Before the video, you'll get various information on the 3D screen - the video will play there once started. All Nintendo Video videos are playable with 3D, so long as this is enabled in the Parental Controls. At the bottom, during the video, are sometimes minor advertisements for other games and such, sometimes with links to the Nintendo eShop or Facebook or such. The latter will be in the lower-right hand corner, with the link back to the video menu being in the lower-left. During the video, you can start and stop the video with the A Button, and back out of it with the B Button. Sometimes, before a video can begin, you'll need to fill in a date-of-birth for age-restricted content; this has nothing to do with the Parental Controls. I suppose if you want to view a video, you can always set your date-of-birth to 1/1/1985 or something long ago like that which will bypass that restriction. This date is not checked via the Internet, and not stored on the console, so "cheaters" don't have to remember that fake date or configure it via System Settings. As time goes on and more videos are distributed, some of those you have will effectively disappear. The application will only allow you to have four videos on your SD card - at that point, older videos get erased as new ones come in. DON'T EVEN BOTHER TRYING TO MOVE SPECIFIC VIDEO CONTENT FROM YOUR SD CARD TO AN EXTERNAL SOURCE - the SD card's data for the 3DS is a bit odd-looking, and it's almost impossible to readily determine what's what, and don't forget most videos are in 3D, not your standard .avi or whatever video. LIKEWISE, DO NOT DIG THROUGH YOUR SD CARD TO REMOVE CONTENT FOR A CERTAIN VIDEO. You're liable to delete something you actually need. If you don't want a certain video, just don't watch it - they'll get deleted eventually. If you want to remove the application from your 3DS entirely, go through the System Settings -> Data Management. That's really about it - most of the FAQable content for this application is obviously more autonomous than most.
