Introduction || || || ||==============================================|| ||==============================================|| The Public Works Projects (PWPs) feature is one of the core features of Animal Crossing: New Leaf. Although we had town funding in City Folk, which is similar to what this guide is all about, this was one of the new features introduced in this game. This guide is on how to unlock PWPs, the cost of PWPs, and how to build them. I will also have some notes on some PWPs as well. Just letting you know, this FAQ is rated G, so there is nothing inappropriate here. I'm trying to stay child-friendly here since Animal Crossing: New Leaf is a kids game. All this guide is about is building PWPs and other stuff. There is a total of 96 Public Works Projects, 9 major projects, and 87 minor projects. That's a lot of projects! You can choose any project as you wish. You can have duplicates of one PWP, just one PWP, 30 PWPs, 15 PWPs, or any way you like it. It's your town. ||==============================================|| ||==============================================|| || || || 2. Basics of PWPs || || || ||==============================================|| ||==============================================|| ----------------------------------------| Before you begin | ----------------------------------------| After Day One since the town is created, you will be able to go behing the counter that is accessible by the mayor only. Your first character is the mayor. In order to build Public Works Projects, you have to get your mayoral permit. To get your permit, you need to have two things done: 1. You need to have a house. 2. You need to raise your approval rating to 100%. After you got that done, you have access to building PWPs. You will also be able to set a town ordinance. But the focus here is on building PWPs, canceling processes, and demolishing PWPs. ----------------------------------------| Step-by-step process of building PWPs | ----------------------------------------| 1. Go to Town Hall and access mayoral features - This is simply the easy part, as long as you are using the first character created (the mayor). Isabelle will ask you whether you want to work on town projects or set an ordinance. 2. Talk to Isabelle about town projects - If there are no on-going projects, you will be given an opportunity to start a new project or demolish a project. If there is a project in process, your only options are to cancel project or demolish a project. 3. Select "Start a new project" - Isabelle will give you a list of projects available. Scroll through the list to choose what you want to do next. If you don't want to work on any project, but you want to see what you have available, you can do this too. 4. Choose the PWP you want to work on - When you have the idea of what project you want to build, select it, and you will leave Town Hall. Isabelle will follow you as you look for the ideal location. 5. Find the best spot for your project - When you found a good spot for your project, you can talk to Isabelle if you want to build it there or not. If it's a major PWP, think before you do it. Once it's built, you cannot get rid of it. If you're building a bridge, it has to be near the river. - If you want to build the project there, you will get a preview of what it looks like. If you don't like it, look for another spot. If you do, then start the project. ----------------------------------------| Choosing PWP location | ----------------------------------------| Coming up is a series of restrictions of building Public Works Projects. One of them is the area requirement. Your project has to be at least two spaces away from another project or landmark. The ASCII diagrams will show examples of how to build PWPs. Building a street lamp: O = open space x = required open space L = lamp OOOOOOO OxxxxxO OxxxxxO OxxLxxO OxxxxxO OxxxxxO OOOOOOO If one space of any landmark or previously build projects is in "x" zones, then you cannot place your street lamp there. If all spaces of the nearest landmark is outside all "x" zones, then you can build your street lamp there. Cafe and fountain: O = open space x = required open space C = cafe F = fountain OOOOOOOOOOO OxxxxxxxxxO OxxxxxxxxxO OxxCCCCCxxO OxxCCCCCxxO OxxCCCCCxxO OxxCCCCCxxO OxxxxxxxxxO OxxxxxxxxxO OxxxxxxxxxO OOxxFFFxxOO OOxxFFFxxOO OOxxFFFxxOO OOxxxxxxxOO OOxxxxxxxOO OOOOOOOOOOO Notice that between three of the bottom "C" spots and the three top "F" spots have three "x" spots in between. If you want to build another project, all spots the project takes up have to be in only the "O" spots. It cannot take up any of the "x" spots. If the fountain was built behind the cafe or next to the cafe, there should be two "x" spots in between the cafe boundary and fountain boundary. Bench and rock: O = open space x = required open space B = bench R = rock OOOOOOOO OxxxxxxO OxBBxRxO OxxxxxxO OOOOOOOO Notice that between the right "B" spot and the "R" spot have one "x" spot in between rather than two. This is because natural objects, such as rivers, cliffs, and rocks require one space in between rather than two. ----------------------------------------| Making donations and completion | ----------------------------------------| Once a project is started, Lloid the gyroid will appear in the spot you want it at. Over there, you can make donations. You don't have to donate all the money at once. Animals can make donations too. When the donations are complete, you can talk to Isabelle about it, but you cannot work on anymore town projects in one day. Even if you don't talk to Isabelle, the project will appear on the next day. When the PWP appears, go to Town Hall and access the mayoral features. Isabelle will ask if you want to attend the ceremony. I recommend doing so if it's a permanent project because once you skip it, you cannot do it over again. If you don't want to attend the ceremony, that's fine. You save more time that way. However, if there is an event going on after the day you finish donations, you cannot host the ceremony until the next day where no event is running. ----------------------------------------| Restrictions of building PWPs | ----------------------------------------| Even the PWP feature has no absolute freedom. Here is a list of restrictions of building PWPs and other things in general: 1. When you set a PWP, the boundaries have to be at least two spaces away from a villager's house, a player's house, an attraction or pavement, or a previously set PWP on all sides. If it's near a body of water or a cliff, the boundaries have to be at least one space away. If you want to build the PWP near a tree, a plant, or a buried object, the plants and buried objects will be removed for the PWP. If you want to build a project in front of a building, there should be three spaces in between. 2. You can only have one PWP in construction set out at once. Also, you can't start a new PWP if one is currently in process of cancellation or demolition. If the PWP has finished cancellation or deletion, you can build another one. 3. You cannot start PWPs on a day an event is running, even if Isabelle isn't away from Town Hall. 4. You can only have up to 30 minor PWPs, including bridges. - You can only have three bridges maximum, but only one bridge minimum. - You can only have eight signs maximum. - Some PWPs restrict you to having only one of them at a time. - If you get to your maximum, they won't appear in your list. 5. All minor PWPs, as well as the major PWPs you build in town, have to be in town and not on the beaches. ||==============================================|| ||==============================================|| || || || 3. Major Projects || || || ||==============================================|| ||==============================================|| Major PWPs are PWPs that cannot be reversed or demolished, but they are more significant than the other PWPs. They add new features to your town. This list will give you the names, the descriptions, the requirements for unlocking, the size, the price, and notes. ----------------------------------------| Second floor of the Museum | ----------------------------------------| This is the second floor renovation of the museum. You can set up custom exhibits and buy some goods at the museum gift shop. Some items are unlocked based on how many donations are made. Requirements: 1. Donate at least 20 items at the Museum. 2. Donate at least one of each in all four wings of the museum. This includes fossils, works of art, insects, and fish. You don't have to donate deep sea catches (or seafood) to complete this task. 3. Talk to Blathers for at least 14 days. Size: N/A Price: 198,000 Bells Notes: 1. When you have completed these requirements, Blathers will be thinking rather than idle. When you talk to him, he will suggest building a second floor for the museum. 2. Donations are made at the Train Station since this is is a project for Main Street. ----------------------------------------| Cafe | ----------------------------------------| This is a returning feature from Wild World and City Folk. This time, you can work at the Cafe for some prizes and take coffee from the take home counter. Requirements: 1. Donate at least 50 items at the Museum. 2. The second floor of the museum has to be at least seven days old. Size: 5x4 Price: 298,000 Bells Notes: 1. When you have completed these requirements, Blathers will be thinking again. Talk to him, and he will suggest building a Cafe. 2. Unlike Wild World and City Folk, the Cafe is a separate building and not a part of the Museum. This is why it's a town project and not a Main Street project. ----------------------------------------| Dream Suite | ----------------------------------------| This is another new feature in New Leaf. When you have the Dream Suite done, you can share your dreams online and visit other dream towns. Requirements: 1. The first project has to be at least be seven days old. 2. Connect to the internet at least once. Size: N/A Price: 234,000 Bells Notes: 1. When you have completed these requirements, you will see Isabelle sleeping at the counter. Talk to her, and she will suggest building a Dream Suite. 2. Donations are made at the Train Station, just like the Museum second floor project. ----------------------------------------| Fortune Teller's Shop | ----------------------------------------| Between the Dream Suite and Photo Booth, Katrina will be available everyday rather than once a week. This is good for reading your fortune everyday, so you can see what good will happen or what bad will happen each day. Requirements: 1. Get at least 20 fortunes from Katrina. Size: N/A Price: 340,000 Bells Notes: 1. When you have completed these requirements, Katrina will suggest building. 2. Donations are made at the Train Station, just like the Museum second floor project. ----------------------------------------| Police Station | ----------------------------------------| The lost and found feature like seen in the GameCube version has returned as a normal building. The officer even has the same duties like back in the GC version. Requirements: 1. Villager request (any villager based on personality will suggest it) Size: 3x3 Price: 264,000 Bells Notes: 1. You have a choice between a Classic Police Station or a Modern Police Station. You can choose only one, and it cannot be undone once done. 2. Copper is the officer of the Modern Police Station while Booker is the officer of the Classic Police Station. 3. Both choices are the same price and size. ----------------------------------------| Reset Surveillane Center | ----------------------------------------| If you do want Resetti to come after not saving your game, you can build it. Please be aware that once it's built, it cannot be deleted, and you will be stuck with Resetti after not saving your game. If you don't want him, don't build this project. Requirements: 1. Reset your game at least once (including automatic shutdown from battery drainage) Size: 1x1 Price: 368,000 Bells Notes: 1. No ceremony will be hosted for this project. Resetti will pop out to talk to you about the newly built project, even if you saved your game. If you didn't, he won't get mad this time. ----------------------------------------| Campsite | ----------------------------------------| This is a returning feature from the GameCube version of Animal Crossing. This time, campers will camp in this designated spot rather than a random spot. When there is snow, there will be an igloo. If there's no snow, there will be an orange tent, even in the months that do get snow (outside the snow days). Requirements: There are no requirements on building this project. This is available at the start. Size: 3x3 Price: 59,800 Bells Notes: 1. You won't see another animal with a green name tag besides Isabelle at the ceremony, just like the minor project ceremonies. ----------------------------------------| Train Station Renovation | ----------------------------------------| You can remodel your train station too. There are three different models for the train station, and you can only work on one at a time. Requirements: 1. Have a total of 100 visits from any visitor (wi-fi or local connection). Size: N/A Price: 498,000 Bells Notes: 1. You can still remodel your train station any time. 2. Donations are made at the train station. 3. If you completed these requirements, Porter will suggest the Train Station renovation project. 4. The three different models are Zen, Fairy-Tale, and Modern. ----------------------------------------| Town Hall Renovation | ----------------------------------------| You can remodel your Town Hall too. There are three different models for the Town Hall, and you can only work on one at a time. Requirements: 1. Achieve a perfect town rating. Size: N/A Price: 498,000 Bells Notes: 1. You can still remodel your town hall anytime. 2. Donations have to be made in the Town Hall. 3. Alongside with the Town Hall project, the Flower Clock project is unlocked for getting a perfect town rating. 4. Just like the Train Station Renovation projects, the three different models for the Town Hall are Zen, Fairy-Tale, and Modern. ||==============================================|| ||==============================================|| || || || 4. Minor Projects || || || ||==============================================|| ||==============================================|| Unlike Major PWPs, Minor PWPs are PWPs that can be demolished once placed. These projects include clocks, lamps, benches, bridges, and other interesting projects. Most of them have to be unlocked by villager requests, some are personality based. Like said before, you can have only up the 30 minor PWPs, as bridges count too. You can still get PWP suggestions, even if you already reached your quota. You don't have to build 30 PWPs. I will go over lists of town projects based on category. Some of these categories are made up by me, but it's a way to organize them. Each of them have a name, a size, and a cost. There will be additional notes after each list. ----------------------------------------| Benches | ----------------------------------------| All benches are 2x1 in size. You can sit down at a bench outside. There are only seven types of benches available in the game, and besides the 30 project limit, there's no limit on how many benches you can have in town. Yellow Bench 2x1 30,000 Bells Blue Bench 2x1 42,500 Bells Wood Bench 2x1 42,500 Bells Metal Bench 2x1 42,500 Bells Fairy-Tale Bench 2x1 52,800 Bells Modern Bench 2x1 52,800 Bells Zen Bench 2x1 52,800 Bells These projects aren't really benches, but they have similar traits. Log Bench 2x1 38,000 Bells Picnic Blanket 3x3 39,800 Bells Tire Toy 2x1 49,800 Bells Pile of Pipes 2x2 79,800 Bells Chair Sculpture 2x2 265,000 Bells Notes: 1. The Yellow Bench is available from the start. 2. The Picnic Blanket is more than a bench. It also has a basket. ----------------------------------------| Streetlights | ----------------------------------------| All streetlights are 1x1 in size. They turn on at 6:00 P.M, but they turn off at 6:00 A.M. There are six different types of streetlights in total, and other than the 30 project limit, there is no limit on number of streetlights. Street Lamp 1x1 39,800 Bells Round Streetlight 1x1 39,800 Bells Streetlight 1x1 42,800 Bells Fairy-Tale Streetlight 1x1 64,000 Bells Modern Streetlight 1x1 64,000 Bells Zen Streetlight 1x1 64,000 Bells Notes: 1. The Street Lamp is available from the start. 2. The Round Streetlight looks like the streetlights from Main Street. ----------------------------------------| Clocks | ----------------------------------------| While Town Hall has a clock on the outside, you can build clocks anywhere in town. There are six types of clocks available in the game, and besides the 30 project limit, there's no limit on how many benches you can have in town. Park Clock 1x1 42,000 Bells Fairy-Tale Clock 1x1 78,000 Bells Modern Clock 1x1 78,000 Bells Zen Clock 1x1 78,000 Bells Flower Clock 3x3 87,000 Bells Illuminated Clock 3x3 146,000 Bells Notes: 1. The Park Clock is available from the start. 2. The Illuminated Clock lights up at night like the streetlights. 3. The Flower Clock is unlocked after achieving perfect town status, alongside with remodeling Town Hall. ----------------------------------------| Bridges | ----------------------------------------| All bridges are 2x4 or 4x2 in size, and they have to be across the river. Like said earlier, you can only have three of these maximum. There are two different types of bridges to begin with, but six in total. You cannot get another bridge suggestion if you have all three bridges in town. Cobblestone Bridge 2x4 or 4x2 128,000 Bells Suspension Bridge 2x4 or 4x2 128,000 Bells Brick Bridge 2x4 or 4x2 224,000 Bells Modern Bridge 2x4 or 4x2 224,000 Bells Fairy-Tale Bridge 2x4 or 4x2 298,000 Bells Wooden Bridge 2x4 or 4x2 298,000 Bells Notes: 1. The Cobblestone Bridge and Suspension Bridge are available from the start. ----------------------------------------| Arches | ----------------------------------------| All arches are 3x1 in size. You can pass through these projects too. There are only three arches in the game, and none of them are available at the start. Balloon Arch 3x1 86,000 Bells Flower Arch 3x1 87,000 Bells Illuminated Arch 3x1 148,000 Bells Notes: 1. The Illuminated Arch lights up at night like the streetlights. ----------------------------------------| Signs | ----------------------------------------| All signs are 1x1 in size. There are only three signs in the game, and you can have only up to eight in total. Do-Not-Enter Sign 1x1 43,500 Bells Caution Sign 1x1 43,500 Bells Yield Sign 1x1 43,500 Bells Notes: 1. The Do-Not-Enter Sign is available from the start. ----------------------------------------| Beds | ----------------------------------------| All beds are 2x1 or 1x2 in size. You can lay on them. There are only three bed projects in the game, and none of them are available from the start. Camping Cot 1x2 32,000 Bells Outdoor Chair 1x2 23,400 Bells Hammock 2x1 32,000 Bells Notes: 1. Despite having the same name as the furniture piece, the Hammock does not look the same. ----------------------------------------| Resource Projects | ----------------------------------------| These are some of the landmark projects, resembling the energy resources. Drilling Rig 3x3 298,000 Bells Solar Panels 3x2 126,000 Bells Wind Turbine 1x1 156,000 Bells Notes: 1. There can only be one Wind Turbine in town. 2. The Solar Panels and Wind Turbine are good for the Perfect Town rating, but the Drilling Rig is bad for the Perfect Town rating. ----------------------------------------| Semi-Major Projects | ----------------------------------------| All of these PWPs are 2x2 landmarks. Even if they are minor projects, the town history that can be seen by sitting at the big tree at the plaza will name the times you built these projects. You can have only one of each in town, but you can have all three of them. Lighthouse 2x2 372,000 Bells Tower 2x2 726,000 Bells Windmill 2x2 372,000 Bells Notes: 1. The Tower lights up at night, as well as the lighthouse. 2. The Windmill is good for the Perfect Town rating. ----------------------------------------| Miscellaneous Projects from the start | ----------------------------------------| These PWPs are the rest of the PWPs you begin with. When you first unlock this feature, you will see the following PWPs that were not mentioned earlier. They include mostly sculptures, but other projects too. The Topiaries are unlocked on Weeding Day if there are no weeds to begin with. ----------------------------------------------------------------------------- Now that I named all of the projects by category, I will name them by what animal personality suggests the project. The majority of all PWPs are unlocked by villager requests. Sometime, the villagers will try to grab your attention as they talk to you. Usually, it's about changing their greeting, catchphrase, item giveaway etc, but they can also suggest town projects. How to get PWPs fast || || || ||==============================================|| ||==============================================|| Although Major PWPs have specific requirements, most Minor PWPs, as well as the Police Station, have only one requirement - villager suggestion. This means that the villager must try to grab your attention to talk about a project request. You cannot get PWP requests from villagers by just talking to them and asking what's up. You just need to get a ping from them to get a project suggestion. If you wait long enough, animals are more likely to grab your attention. The quickest way to unlock these PWPs is by using the diving trick. If you have a wet suit after buying it from the island with the medals you get on the Island Tours, you can use this trick. This is a popular trick used by the online community that plays Animal Crossing: New Leaf. Steps to get more pings from animals: 1. Put on your wet suit. 2. Find the cliff on the southwestern part of your town (or use the docks to jump off of). 3. Stay in the oceans for at least five minutes. Don't worry about the jellyfish. They don't affect your chances of getting PWP requests. 4. After waiting five minutes, get back on the shores and find a villager. He/she may want to grab your attention. Notes on using the diving trick: 1. The best way to precisely time yourself is by setting a timer on an iOS system or Android for five minutes. If you don't have either one, you should watch a clock on another electronic device. 2. There is a built-in timer in the game between the last time you interact with a villager or the last time a villager spots you. If you stay out of sight, the timer will start. If five or more minutes has elapsed, animals are more likely to grab your attention. 3. While using the diving trick, do not get spotted by a villager before five minutes is up. Every time you get spotted by a villager (or every time you interact with an animal), the timer resets, and you have to start over. 4. You have to wait five minutes both outside and in town. If you go inside a building, go to Main Street, or save and continue, the timer resets. 5. The oceans are the far away from the animals' sight, which is why the diving trick is the best way to get PWPs fast. 6. To get the same animal to grab your attention, you have to wait at least 20 minutes. You can't get the same animal to grab your attention twice in a row after five minutes, so try talking to other animals. 7. If you played over an hour, the animals will ignore you. If you try to talk to them, they'll tell you that you need a break form playing. Another animal can still grab your attention after you talk to an animal after playing for an hour. 8. You can only get one PWP request a day (unless if you're lucky enough). If an animal grabs your attention, it could be for the following reasons: 1. To give a PWP request. 2. To ask you to do a favor for them. Some you can accept/reject, but other are automatic. 3. To give away or sell items. 4. To ask if they can buy/trade one of your items you have in your inventory. 5. To ask about nicknames, greetings, or catchphrases. 6. To tell you stories or ask other questions. These questions are otherwise known as "useless questions". 7. To talk about moving (this is occasional). Here's how to narrow down the dialogue. It will help you get PWPs faster: 1. Fill up your pockets. With no pocket space, animals won't try to sell you anything or give away something. 2. When you fill up your pockets, do not put in furniture, clothes, fish, insects, seafood, assessed fossils, gyroids, or ore. Animals would ask for those items, and they would want to trade you with those items or buy them off of you. As a result, you must fill them up with items they won't ask for, which include flowers, fruit, unidentified fossils, trash (including beehives), and stationary. 3. At the same time, you have to fill up your letter inventory. This will prevent animals from asking you to do time capsule favors. 4. If they ask about greetings or catchphrases, you should change the greetings or catchphrases. They won't ask again if you do. 5. If they ask about nicknames, you have to hear about the nicknames. If you don't like the nicknames they give to you, you can use your character's name as a nickname. If you do accept the nickname (or choose your nickname), they won't ask about nicknames either. Unfortunately, you can't prevent animals from asking useless questions, and sometimes, they can ask the same question twice in a row. ||==============================================|| ||==============================================|| || || || 6. FAQ || || || ||==============================================|| ||==============================================|| ------------------------------------------------------------------------------- Q: I really hate Isabelle! Every time I try to place my project somewhere, she won't let me place it here. Why is she not letting me? A: I have some above information on placing your project. You should know about both the size and the gyroid. Wherever you place your project at is also where you talk to Isabelle. Maybe the project is too big, so it's best to move it back. ------------------------------------------------------------------------------- Q: How do you get villagers to request a project? A: I have a section about that. Please read the fifth section of this guide. ------------------------------------------------------------------------------- Q: I tried the diving trick, but I'm not getting villager requests. A: Just keep trying. You should narrow down the dialogue to get it faster. ------------------------------------------------------------------------------- Q: Can you have more than one PWP suggestion per day? A: It's possible to get more than one PWP per day, but most of the time, you can only have one PWP request a day. ------------------------------------------------------------------------------- Q: Why can't I build the lighthouse near the beach? A: All PWPs have to be built in the main part of town. There isn't enough room on the beaches for even one PWP. ------------------------------------------------------------------------------- Q: Can the lighthouse attract rare fish? A: It did increase the chance of rare fish in City Folk, but the answer to this question is no. It doesn't attract rare fish in this game. ------------------------------------------------------------------------------- Q: How do you prevent animals from killing my perfect fruit trees or moving in front of my house? A: I know that animals have more freedom in this game than before, but building Public Works Projects in some areas can actually block them from moving. Try building sign posts or a fountain in front of your house to keep them from moving in front of your house. You can also do the same for perfect fruit trees, hybrid gardens, or other project plans. Also, did you know that if one project is six spaces or less away from another on the same row or seven or less spaces away from another on the same column, animals won't move in between? You should try that. ------------------------------------------------------------------------------- Q: What's the maximum number of PWPs can you see on your list when you start a new project? A: If you're too lazy to build any PWP by the time you unlock all PWPs for you town, you will have no more than 101 projects on your list. Although there was actually supposed to be 102, the Cafe and Museum second floor projects will never be on the list at the same time. Club LOL can be on the list if you choose to reject it at the beginning. Also, the town hall renovations have three items on the list rather than one, as well as the train station. The police station has two items on the list too. ------------------------------------------------------------------------------- Q: When do new projects get built? A: Once you complete donations, you have to wait until 6:00 A.M. on the next day. You don't have to talk to Isabelle to discuss completion. It just appears when the time comes. ------------------------------------------------------------------------------- Q: Does Time Traveling have any effect on Public Works Projects? A: The only effect it does have is that the project you are working on appears the day after you finish. ------------------------------------------------------------------------------- Q: Do you have to participate in the completion ceremonies on the day after you finish the donations? A: No. You can wait even a whole year after the project is finished and participate in the ceremony of the project. You also can opt out of participation at the ceremony. ------------------------------------------------------------------------------- Q: I am trying to get a perfect town rating, but Isabelle says that I need to keep adding more projects, but I already had enough. What's the big deal? A: Some PWPs actually have a negative effect to your town rating. The Garbage Can for example has a horrible effect on both abundant nature and abundant living ratings. It's actually the effects of the PWPs that can help or hurt your town rating, not the number of PWPs. ------------------------------------------------------------------------------- Q: When unlocking the Train Station Renovation Project, how many unique visitors do I need to get it? A: It's actually the number of total visits from all unique visitors, not number of unique visitors. I don't know why it wasn't the other way around, but you'll need a total of 100 combined visits from any visitor(s). ------------------------------------------------------------------------------- Q: If I chose not to build the Reset Surveillance Center, what will happen if I didn't save my game? A: Isabelle will remind you that you need to save your game every time you didn't save your game when you start your game.
