The procedure is conventional. A paper is submitted to one of the
academic or principal editors who then becomes the reponsible editor for
that paper. The responsible editor chooses the referees. When
the reports are in, he/she makes a recommendation to the
Editors-in-Chief. The final decision is made by the Editors-in-Chief.
