From the SOCKS5 homepage:

Reference source for SOCKSv5 available to accredited research and educational institutions for non-commercial use.

In addition the file that the port tells you to retrieve manually is not available from the website anymore

I have made repeated attempts to contact NEC to try and get the needed files and even better yet a license that would allow users to install 'automatically'
