/usr/local/share/aclocal/gtk-2.0.m4 although the file is mentioned in
the port's pkg-plist:

share/aclocal/gtk-2.0.m4

it can be found and manually copied to its destination from:
./work/gtk+-2.4.14/m4macros/gtk-2.0.m4 /usr/local/share/aclocal

This is not reproducible on a number of different machines including the 
pointyhat package building cluster, and the GNOME Tinderbox.  You might 
try: 

portupgrade -Rf gtk-2* 

To see if there is a bad package installed on your system that is preventing 
the installation of the .m4 file.
