>Description:
My /usr/sup/refuse file includes refusals for all non-English
languages to keep from cluttering up my system with files I do
	not use or need.

Therefore, I do not have, for instance, /usr/ports/japanese. In
times past, when I want portversion to report correctly, I used
to run portsdb -Uu to update the indices with the latest port
versions. Recently, sommeone changed something somewhere so
that portsdb -Uu no longer works. Instead of ignoring missing
language ports like it used to, it now aborts on the first
	missing port and stops:

# portsdb -Uu
Updating the ports index ... Generating INDEX.tmp - please wait..tkscanfax-1.02: "/usr/ports/japanese/tk80" non-existent -- dependency list incomplete

Before reporting this error, verify that you are running a supported
version of FreeBSD (see http://www.FreeBSD.org/ports/) and that you
have a complete and up-to-date ports collection (INDEX builds are
not supported with partial or out-of-date ports collections). If
so, then report the failure to ports@FreeBSD.org together with
relevant details of your ports configuration (including FreeBSD
version, environment and /etc/make.conf settings).

State-Changed-Why:
Well, the error message you got from the portsdb says it all:

INDEX builds are not supported with partial or out-of-date
ports collections

Note the word partial.
