The symptoms and cause would appear to be the same as that of PR ports/64191, namely that the Makefile conditionalizes on various options prior to including bsd.port.pre.mk

Place WITH_THREADS=y in Makefile.local

do make install

Observe that perl is built rather than perl-threaded
