 Yes - this problem is still occuring, even after updating Ruby and 
 Portupgrade. "Porstdb -uU" fails somewhere in rebuilding the INDEX file. 
   Mail to Mark and "FreeBSD-gnats-submit" was sent on March 14 to detail 
 this, but has not been posted to this PR.

I have not been able to help the submitter resolve this problem. 
Unfortunately at this point I am running so far behind with other 
FreeBSD committments that I'm going to have to turn this one
