breaks the install of textproc/docbook-xsl.

I believe this is because docbook-xsl's pkg-install script tries to perform
both "xmlcatmgr add rewriteSystem" and "xmlcatmgr add rewriteURI" commands
for the same URI, and the new xmlcatmgr disallows this.

With your ports up-to-date:
portinstall -f textproc/xmlcatmgr
portinstall -f textproc/docbook-xsl

Don't know.  It's not clear to me which program is at fault.

As a workaround, revert ports/textproc/xmlcatmgr to RELEASE_5_2_0 (version
1.1).

  This is because of a xmlcatmgr's bug.  Please upgrade to
  xmlcatmgr-2.0.a1_1 as a workaround.
 
  The fixed version will be released by the author in a couple of days.
  Once it is released, I will update the port immediately.
