 I have experienced the same problem.

 The freedesktop.org mastersite does not respond, and the distfile does
 not exist on any of the other (sourceforge) sites.

 output from portupgrade:
     # portupgrade pkgconfig
     --->  Upgrading 'pkgconfig-0.8.0' to 'pkgconfig-0.10.0' (devel/pkgconfig)
     --->  Building '/usr/ports/devel/pkgconfig'

State-Changed-When: Wed Mar 6 00:56:01 PST 2002
State-Changed-Why:
Copy of distfile had been placed on backup download location and that
location added into MASTER_SITES. This should fix the problem.

Thank you for reporting!
