Updating/installing of port dns/bind-tools fails when dns/bind99 (or others) is installed. dns/bind-tools gets installed when net-mgmt/nagios is installed as well as net-mgmt/nagios-plugins and  net-mgmt/nagios-plugins are about to be updated as it happens here. The error message shown is:

Of course they install at the same place, one installs a subset of the other. 

You can remove bind-tools though, nagios-plugins has not depended on it for a 
long time.

 Trying to have check_dig and check_dns work right is really not that easy.
 There was a build time dependency on it from yesterday afternoon to this
 morning, but if you had BIND installed the ports infrastructure would have
 used that in its stead. (If your ports tree dates from late November last
 year, there was a one day window where there was a runtime dependency on
 bind-tools too.)
 Since this morning, it doesn't try to use BIND by default.
