This is a completely new port framework.  Since v7.0, the Condor build system and dependencies have changed significantly.  I left the original port Makefile header intact, but the rest of the port is rewritten from scratch.  I contacted the maintainer of the old port some time ago and he stated that he is no longer interested in maintaining the port.  The email address in the Makefile is no longer valid.  I can provide the new address if needed.

Hm, we have a problem.  Is there any way to get the port to build with a 
different version of PostgreSQL?  The 8.2 port has been removed due to 
upstream EOL.  The PostgreSQL support looks optional, can we disable it? 
By the way, to depend on postgresql-server ports you should use 
USE_PGSQL=server.

Committed, with minor changes.  Most significant is fixing FreeBSD 10 
support; have a look at the cmake patch to see that I included the 
FreeBSD9 macro for FreeBSD 10 too so it can support utmpx as well.
