cvsup docs and ports, make install in docs.  Go to
file://localhost/usr/ports/README.html and click on the link to local
handbook.  it will fail to find the file.

I believe, but cannot confirm, that the handbook installs a symlink for 
both index and handbook .html to the index.  Therefore, can this PR be closed?
