Install portmaster from binary package (or source install from ports). Then make a "man portmaster"; you will have a "No manual entry for portmaster". The only way to see the man page is doing a "man /usr/local/man/man8/portmaster.8.gz".
I try creating a file /etc/manpath.config with this:

$ cat /etc/manpath.config 
OPTIONAL_MANPATH        /usr/local/man
MANPATH_MAP     /usr/local/bin          /usr/local/man

but is the same; doesn't work in the right way.

I can't reproduce this. Please copy /usr/share/examples/etc/manpath.config 
to /etc/ and then try again. If you're still having problems after that 
please send a message to freebsd-ports@FreeBSD.org.
